Technically, yes it does. It is still supposed to be only a community for IT professionals.
What it really is, does not change the definition.
And they do have a flag for people to get reported for not being an IT pro and they will call people and interview them to see if they are legit in some way, like by pulling salary for doing that work.
Wow - that's actually pretty amazing that they would spend the time/money curating like that.
Kind of have to for what they do.

Why mention a database? It's purely a question about finding the right application, but gets stuck talking about databases.

That part I would get... it's the not knowing that the OTHER thing is an application is what makes it so crazy.
