This could be based on the security settings set by their O365 administrator, if it is under a business account.

That's fair. But then the security policies are useless not so much the app itself.

That's true you could do that. I'm not sure @scottalanmiller is on a Windows device though which may be some of the trepidation here.
I generally only use Onedrive from the browser as I really dislike local sync programs.

Huh. I just use Word Online so I guess I don't have that use case.
It doesn't display properly. It doesn't handle all file formats flawlessly.

Email an attachment from OneDrive to Exchange. There is no download, none. Only an "open" button, and that only goes to Word Online.

You aren't in OWA, you are in OneDrive. This is a file FROM OneDrive.

Unless it is from OneDrive, then it disables it.
