 Might have been. Windows 3.11 was the last one that primarily came that way.

Getting me all nostalgic now Win 95 was I remember upgrade from 3.1 had to use a 5.25" to boot then move to the 3.5 for the data. Not sure about 98. Mine was on CDs by then.

 I am pretty confident that Windows 95 came on floppy. But my copy was CD.
