Windows RT Still Alive and Kicking

Microsoft says that Windows RT is Still Alive. This follows closely on the news that they will be making Windows for the Raspberry Pi 2.

This quote is unclear: All devices which has screen size of 8-inches and above will run full Windows 10. Other device which has screen size less than 8-inches will run Windows RT which is Windows on ARM.
Are they saying that devices over eight inches will never have ARM processors or are they saying that Windows RT on large devices is getting a full port of Windows? I think the former, but that's not what they actually said.

They also get quoted: “ARM devices will continue to be a crucial part of the range of devices Windows 10 supports, with an optimized experience for ARM-based phones, phablets and small tablets up to 8 inches.”

Yeah it's rather confusing, I doubt MS will bother trying to port a full version of Windows Desktop to the ARM platform. Their focus appears to be that ARM is the smaller devices. Licensing is probably the key here. MS might not have a SKU for Windows RT (Windows on ARM) for devices larger than 8 inches. Meaning there would be no legal way to put Windows on an ARM device that was larger. If that becomes a real issue, I'm sure MS will release a new SKU.

They themselves make two products that violate that.

Where does that put the Surface RT line? I know they canceled it but I wonder if they are considering upgrading existing ones to Windows 10 RT.
