There's no such thing. Every VM is using hardware with 20 cores. The licensing is by how many cores are in the server, not how many you present to Windows.
So no, you have to license 20 cores. Even for a single VM, even if that VM uses only 1 vCPU itself.
yup, 10 core CPUs are likely a stupid purchase these days if you require running windows.

Not me. Don't know for sure but by the full parking lot, It looks like the vet across the street from work hasn't seen a blip.

Yes, Boarding, grooming, food, well visits, dental cleanings, etc. are major components of a vet practice.

Correct, we had clinics completely closed. Some very restricted. Most functions are banned. Those that are open have to do things like curbside and telemedicine.
