Windows 10 can't manage printer

I have a few Windows 10 Pro x64 1903 (with 2019-05 or 06 cumulative update) having an issue where when you use the modern Settings app > Devices > Printers & Scanners, when you click on an existing printer, the printer below it does not drop down making space for the the "Open queue" and "Manage" buttons, instead the buttons overlay the lower printer, but won't allow you to click on the buttons, therefore you can't manage the printer.

@Dashrender That is a weird issue. Is it on multiple models of hardware? Wondering if it could be display drivers.

yes, it's on a two different laptops and a desktop.

haven't been able to test those things yet.. I'll get back to you.

DPI / zoom settings? IIRC some high-res displays will default to 125% zoom which could be messing with the element sizing

No, because the other printers work just fine.
As shown in my example, this is now a pretty big issue here - but only for the Microsoft Print to PDF printer. While I did have this issue on one machine yesterday with a typical shared from a a Windows Server printer, this problem is now happening on multiple machines around the office, all on the MS Print to PDF printer.

Uninstalling the MS Print to PDF, rebooting and then reinstalling (all through Features) does not solve the problem.

it does seem to be localized to the user though. On one machine, when I logged in, I didn't have the issue, when the user logged in, they continued to have the problem.
User had the issue
Logged in as local admin - (didn't check PDF functionality) - remoted the Print to PDF feature - rebooted
Logged in as local admin - reinstalled feature
logged in as local admin - checked - it worked as desired - rebooted
logged in as the user - still broken.I left the machine last night doing a chkdsk /r c :
Haven't checked status yet today.

Of course it was still broken today - well, the display portion was at least.
While continuing to work on this, since I could see the Manage box, I decided to try to tab to it, and it worked. I pressed enter with it highlighted and I was able to manage it.
Now my goal was to set it as default, the set as default button was missing. After some searching around, I realized that the "Let Windows manage my default printer" box had become rechecked. After unchecking it, and once again using the tab trick to get into manage the MS Print to PDF feature, I was able to set it as the default printer.
So I've found a work-a-round, but the display issue is still there so I don't consider the issue resolved.
