Try restarting it I guess. Any errors?
I've tried twice. It restarts with no errors.
And when you go to the web page, it is just blank?
Site can't be reached.
ERR_CONNECTION_REFUSEDCheck your firewall, that suggests that it might be up.
I've checked in 3 different locations all w diff. firewalls, same result.

@FATeknollogee I've had this happend once with auto updates on, I turned it off and have since updated manually.
