Unsolved iphone Office 365 contacts

I have a user with an iPhone that says when he creates a contact on his iPhone, it doesn't sync to Office 365. I've only ever used Android, and when I create a contact on my android, I have to select the o365 account and it creates the contact there. What is the process like on the iPhone?

Is he using the Outlook app on iPhone?
There is a flag that needs to be toggled to enable contact sharing from his phone (and other devices) to Outlook.

Are you sure contacts are enabled on the account setup screen?

@dustinb3403 He's using just the regular mail app. Under accounts & Passwords he said the account he is using the Contacts is enabled. When making a change to a contact it's updating it in 365, but when creating a new contact, it's not showing up.

Is it being created in the wrong account?

My thought here is he is creating a contact on his phone, and his phone isn't sharing that contact with Office 365.
Check the local phone contact preferences.

@dustinb3403 Went to contact settings and changed Default account to the correct account now. Seeing if that will issue a good sync here soon.

He's working with the end user and I was googling in the back ground since I don't know iPhones.

@dustinb3403 The default account was it. It didn't sync the ones he created before the switch, so he had to re-create them. Thanks!

I have lost good contacts to this when I didnt realize that active sync didnt disable the local contacts. Assuming thats what was going on above.
My updated Outlook app keeps freezing up when I search for contacts, but I am using G Suite and Gmail in it, so maybe that makes the difference.
