Citrix: clicking app link and nothing happens

We connect to several hospitals to get remote access to their EHRs. This has lead to countless hours of troubleshooting on my end as these different systems step on each other in the way they work.
Currently I'm trying to solve a problem when connecting to one such hospital system. This system takes security to a ridiculous level. They deploy a Juniper SSL VPN client and at least two other pieces of software when first logging into the site. Of course installing these packages requires local admin rights, and adding the site to the trusted sites list in the browser. Sadly, RunAs doesn't always work, and often I'm required to log into the machine with an admin level account to get this crap to install.
OK so I manage past all of this, then I'm presented with list of apps we have access to (I would call this the nFuse page, but it probably has a new name now). I click on the icon for the EHR app, I get the typical dashed circle that spins, but after a moment or two, it's gone and nothing happens.
Starting point - Windows 10 Pro x64 1703, Citrix 4.8
I've tried:
clearing the browser cache
reset Citrix client
rebooting
uninstalling, rebooting, reinstalling Citrix 4.8
uninstalling, rebooting, installing Citrix 4.7
deleting temp c:\users%username%\appdata\local\tempGoogling turned up this link, https://discussions.citrix.com/topic/371479-app-wont-launchspinning-icon-after-click/
Turns out others have a similar issue, though those people also control their own Citrix servers, so they had the option of making server side changes that I don't have. But I focused more on the posts about using a different profile. So I logged in as a new to the computer user and tried it, ta da, it worked. UG! So there's some junk somewhere in the profile that's preventing this from working.I'm not sure what to remove from the profile to fix the issue. Uninstalling clearly leaves enough crap behind that this problem survives an uninstall/reinstall.

You mentioned going to appdata/local What about appdata/roaming? There might be a citrix folder there - try renaming it first.
Maybe also CCleaner?

@Dashrender we are in similar boat with hospitals, hate dealing with them. Check C:\ProgramData folder for Citrix and remove from there as well, even though it is not profile specific we've found "junk" in there from Citrix installs/downloads as well.

Receiver Clean-Up Utility saved me some headaches.

It's possible that the user session is still active keeping you from opening the app. But that would mean you will need access to the Citrix servers to end the session correctly.

How would this prevent my browser from downloading the ICA file that tells Citrix to launch a connection?

I was thinking the server was preventing you from downloading the file.

Yeah, every 3 to 6 months, you know.. when they bother to do any updates.
