Needed: inexpensive web hosting for home user website.

I set up a website for a friend of mine about 7 years ago.
She kept with the hosting company (IX) and now wants to move it to a different host because it's getting a little spendy. The registry on the domain is up next year, so that also will need renewal eventually. She wants to redesign it herself, I'm thinking a nice wordpress template might be up her alley. Back in the day, she used a piece of software called coffeecup.
Is there a very user-friendly hosting service out there that can include tech support for those with minimal web design experience? With support that can advise her about best practices in modern web design?
