No, GMail does not publish a database nor does it have linkages to people other places. If you know me on Facebook, and if I link my Gmail to my Facebook, then you could find it that way (I probably do this, this probably really works.) In my case, the whole universe knows my Gmail already so it's a moot example. But for a random person, it is much harder.

If I thought someone was trying to randomly search up my gmail address and I found out where they lived, I'd show up and smack them around until they realized what a bad idea that is.

Does Google+ have a means to send email? Maybe you can contact them that way?

Given that a person has a Google+ profile, you can iterate through all emails you think a person might have saving these in Contacts. When you get their correct email the link to G+ will show automatically in the top right within the user details. I use this trick all the time when trying to figure out Google employee emails.
