Solved Windwos 10 Windows Explorer mission right-click option. Anyone seen this before? (Domain)

This is the problem I am having. I am not sure when it first occurred, but I first noticed it last Thursday.
This is what it should looks like.
Any idea?
I have tried restart Windows Explorer, and check for windows updates. -
What Win10 build are you on? I believe I have seen that before, and the system needs updates.

I've seen something similar. Windows 10 1511 won't right click at all on the start bar or pinned icons. A reboot normally fixes it. Sometimes updating them fixes them too.

I've seen it a few times. In most extreme cases system reset was necessary to fix it.

Restore windows to 2 weeks ago seem to fix(revert) the problem. I wish there is a proper way to fix this problem. I guess this will do for now.
This solution won't work for those who utilize as their main drives for programs and such. This is my test bench, so I'm fine with restoring them weeks earlier

Same winver 1607 but build 105. Windows update hasn't kick in yet. -
I have seen so many oddities related to the Win10 start menu... it is confounding. Last week it would not take my keyboard input, so I couldn't open any app using the usual Win + [type] process. Reboot was the only thing that fixed it. Bizarre for such a core feature of the GUI to act out like that.
