      No easy way to do this, you need special hardware and software to split up the KVM connections.

        I guess one could setup something like this using X11 or Wayland, but on Windows without violating EULA...

          Ha, got it: 2-3 VMs with static mouse and keyboard assignments. I'm not aware of any hypervisor who can do this, but in theory... this should work 😛

                Maybe some more background here, why does your friend want to do this and has he considered what hardware he will need to buy?

                  I'm having a hard time understanding the situation, but could the friend be referring to users simply switching accounts and leaving the other accounts "logged in", but not in use?
