Are you on a domain joined machine? Are you sure it is not some GPO setting?

workgroup joined, upgraded from 8.1 to 10, ill check GPEDIT.MSC

Are they actually being added, or just seen as available, and if you pick it, it's installed?

Seen this before. It's a "feature" for Windows 10 to auto install the printers and drivers. I can't remember where I've seen the setting but this happens on home systems too.

i disabled prepopulate printer search in local group policy to see if that fixes it
