And yes...horrid performance problems, especially when it was at 99%. Taking forever for end users to access files on the shared drives.

Within. The Host is pretty normal. This is the task manager before I killed Symantec:

Then Symantec was still running, it was constant 99%. Right now, it just spiked (with no Symantec running)

Not sure if this is just normal spikes with our usage. Didn't have this problem on the physical and under powered SBS 2003 with only 4GB and 32bit.
My new file server in a Hyper-V VM was migrated last weekend. It has been running quite well until today. We are now having CPU Spikes. It looked like it was our Symantec SEP but I killed it and while the CPU settled down, it is still averaging about 40% CPU usage with spikes back up in the 90's. Mostly from Service Host or SYSTEM.
The VM has 8GB of RAM and 2 CPU. With Anti-Virus management killed, it is then just a file server with shadow copies on (only runs twice a day.)
DO I need to tweak my VM settings some? And yes, I know, Symantec is bloated but it is all we have for now and has worked well for us.
Any other suggestions? Management is looking at this closely and wanting to point at virtualization.

I can agree...the plethora of VBA (which I know, isn't VB but is still VB ) projects we have drives me insane...

Lord have Mercy, I just found VB 6 on our server...I almost feel "dirty" installing it just do handle this...He needs it TODAY, so quickest way to do it...but I do need to get into this code to see what it does and then as you said, re write it. This old junk will soon crawl out of the woodwork... 
As a result of our server migration, some smaller issues are starting to appear. One of them is a small VB program that our accountant uses. Somewhere in it's code, it looks to the old server and it was coded and compiled long before I got here. I have Visual Studio 2013 and it looks like this was done in a much older version of VB. It has VBP and VBP files but I cannot open them in VS 2013. I tried CONVERT but didn't have any conversion tools. I've searched and found a few converter tools but they've not resolved the problem.
Any suggestions?

Big round of applause for all of the tips I got here. It looks like my file server migration went quite well. A few minor things today:
As it would happen, we had a power surge and the battery backups for the old server (domain controller) both went nuts and turned the server off. I assume since the other roles haven't been officially moved to the new Domain Controller is why no one had any DNS services.
One of our VBA programs has messy, messy code and it's all over the place. Any job made prior to the file server would not open unless I restored sharing to the folder on the old server that contains the code for this project. So, the workaround works but adding this fix to my list.
Beyond some users needing to log out and in a few times to get their login scripts right and some typos I made in the script,, I couldn't be happier.
I guess I will be planning on the eventual demotion of the old DC...
After first Robocopy completed, I rebooted my VM for my file server. Immediately, it is at 95% memory usage (7.5 GB out of 8GB). I turned it off, turned DYNAMIC memory OFF and bam...looks much better.
Oh baby, Rowsdower saves us and saves all the world. He comes to save the day in a broken truck. With stinky denim jacket on his back. He couldn't help this movie, which really sucked. But, at least we didn't have to see him... play... hacky-sack.

Turned off Symantec and it has gotten worse and can't reboot due to Robocopy...I do not really see any other reason for the high memory usage...

I took the Microsoft dive after years on Android. While I miss the custom and geeky factor, I am totally happy with my Surface and Windows Phone. The pictures my ICON takes are amazing and that is my most important feature I want on a phone. Skydrive was very wonky early on in the 8.1 release...so much that I lost data to bad syncing and it would just flat out refuse to sync on my Surface Pro 2 and I had to rebuild it three times with NO help from Microsoft. After this last SkyDrive update (where they restored the desktop system tray icon, it has been MUCH better.
