Windows 10 1709 file permissions issue

Some of you might have seen my post this morning about PDFs not opening in IE.
After showing another error from these machines - JB told me that he's seen several situations where 1709 is having permissions issues.
So this could be a 1709 issue specifically not giving permissions.
Additionally I found that Webroot has a known issue (also around permissions) on 1709.

Well disabling the realtime scan on Webroot has solved my issue.
/shrug.
