Why is it terrible? Office365 is a subscription service. Use the software that is provided with the subscription. Problem solved.

Some people try to do hybrid... O365 for non-office components and VL for Office components.

Kiling outlook access to Exchange Online is just stupid.
Kill the rest of it sure. But Outlook?
I have a client with Exchange 2010 that we are planning to migrate to O365 Exchange Online Plan 1 next year. Now I will not do it. I will look into other solutions.
There is no package to let users use Outlook locally in this new scenario if you only have Exhange Online Plan 1

How are they getting Outlook licensing? Do they have stand alone perpetual licenses that they would continue to use?

Yes. They buy VL licenses of Outlook.
If they could get Outlook and EOP1 for $5 or $6, then maybe.

How do you drastically improve technology and add features while still allowing decades-old software to continue to use it, which is most likely using old and outdated technologies and practices itself?
I get why they are doing it, and it actually does make sense.
The easy solution is to just keep your software recent.
Office 2010 is problematic enough to want to upgrade.

If I understand the article correctly, MS is only forcing users to use currently supported software to connect to Office 365 products so while even Office 2016 is no longer officially going to be able to connect to Office 365 services, whatever version of the then current MS Office would be able to (that's assuming they will produce another perpetual version by then - which would be doubtful now).
-
I wasn't able to find any information about if/how this would impact mobile devices, either using the official MS Outlook client or the native mobile email clients.

My understanding was that no more connecting standalone products with the Office 365 products.

I can see both sides the issues and why they do it.
Think I not keen as I'm still not a believer of subscription based stuff (mainly down to costs lol)

Subscription != higher cost
That's an illusion. No one likes higher costs. The difference is purely capex vs opex

@scottalanmiller Yeah I know I just don't like paying monthly. Buy it out right and be down lol.

-

I do too, it's a lot cheaper to do it that way.
You can pay monthly through your carrier for an over-priced locked U.S. version PLUS interest... or you can buy an international unlocked version cheaper from Amazon.
