What firewall do you have? What are the goals? I get all of that through my WatchGuard with Security Subscription.

I have cisco ASA 5505 . The Goals are to apply policy on each user like . Blocking facebook , youtube for some user but it should work for others or also for example I have 6 MB dedicated internet connection . I want to allocate 128 KB for a user and 1 MB for second user and so on ... .

Not clued up on the Cisco range of stuff (mainly due to cost )but I think you will be looking for a managed Firewall like Jimmy said maybe a WatchGuard.
Others to consider:-
SonicWALL
Sophos -
You should be able to do some traffic shaping with the ASA that you have...

you probably need to stand up a PFSense like box to set the per user bandwidth settings. I'd think you'd either have to go to static IPs on your end points then set IP based rules, or the users will have to log into a proxy to get the settings they are allowed for.
This is a lot of management to make this happen.

I can't think of any case where you would want to do this. That will destroy everyone's connection and make your Internet access useless. This will cripple you and waste all kinds of money.

You can do soft blocking using DNS. You can do hard filtering using Squid.
