Developer Job??

If he likes to design web sites and make things look and work well, then a Front End developer position would be better.
If he likes working with data and knows a lot about MySQL, or MongoDB or other database systems, he'd be better off with the back-end developer's position.

HTML and CSS are not developer skills, those are designer skills. Very different from development. Good to know, sure. But this is fishy.
JavaScript goes with JQuery, Java does not. Java is unrelated to all the other things mentioned here.

Pretty much anything should be an improvement from a desktop supporters point of view. Exception: Web designer. The market is crowded with "build you a 1000 page website for $20" offers, so your friend has to be really good to make a stand.
There are a few people who do awesome stuff with JS. NodeJS, AngularJS and jQuery are just a few examples for great projects where actual developers work. A Web designer who uses HTML, CSS and maybe some JS framework is most likely not a developer.
PS: @scottalanmiller already said that, but you can't repeat that often enough: JavaScript = the only CLIENT (mostly) side language thar most browsers support. Java = modern OO language.
