We have a Windows 2019 VM running on Fedora 31 KVM. We are connecting through virt-manager from both an Ubuntu 19.10 and a Windows 10 desktop and in both cases, the mouse gets captured but is unusable. It just flickers around, mostly stuck on the edges. Detection is definitely messed up.

Got it. This is weird but I'm not the only one with this issue. You need to add the EVTouch Tablet device and it fixes the mouse. No idea why, but there you go. LOL

Tried switching to the USB Mouse, that didn't help.

Is this a Kiosk or POS? Like are you doing a VDI or RDS through the device?

                      It's a standard Windows 2019 application server.

It's totally confusing. Why this matters, I have no idea. But I'm not the only one, I found someone saying to do it online, hence why I tried.

EvTouch USB Graphics Tablet is the default when selecting Server 2019 config template.

                              That's the one.

And the template didn't load properly when we selected it! It kept going back to Alpine!
