Causes For Slow Print Spooling?

I have 4 users who moved upstairs in a newly remodeled attic that is now offices. All connect to a new HP HP LaserJet Pro MFP M521dn, directly to the printer via IP/Hostname. Two of them are on Windows 7 and the other two are on Windows 8.1
All print fine except for one user. Most of his print jobs will send to printer...you hear the printer start up and then pause (it still says PRINTING DOCUMENT on the printer screen) and it will wait about 5-15 seconds before printing. Everyone else, they print with top PPM speeds.
I've removed, reloaded driver...did the full driver...basic driver...universal driver. Rebooted...made sure it had all Windows Updates...flushed the DNS. Nothing seems to solve this.
The biggest culprits of this are Word and a program called MBS (Metal Building Software)...PDF's print slowly but they usually do for most people if they are large.
His print settings, for what I've had time to check and compare, are exactly like the other Windows 8.1 user.
The only thing I've not tried yet are a different port on the switch or the second network port on the wall on the opposite side of the room. Could that have anything to do with it?

How did you remove the driver? On Windows 7 and 8, you can just execute "printui /s /t2" from a run prompt to pull up the Print Server Management snap-in. That will list all the drivers. If you were removing it from there, then you're good. Just removing the printer from Devices and Printers leaves the driver, but it sounds like you're aware of that. I just want to confirm how you were removing the other drivers.
However, have you checked for any possible network issues with that machine? If the printer is mapped by IP, then flushing the DNS shouldn't have any bearing on it, although that's a good general troubleshooting step.
PDFs tend to be problematic for printing. Not really sure why...
I would look at your networking and see if you have an issue with something there. Maybe high latency on that machine is the culprit, but it's hard to say. Besides slow print times, are they experiencing any delays in loading web pages or accessing other network resources on that machine?

Check his network drop. Maybe he is losing packets.
