How to use "the Dude" network monitoring?

Not sure what you mean. The Dude is network monitoring software that only runs on Windows. It's an .exe file. So no router can run it.
Just go to The Dude's download page (don't use third party download sites)... https://mikrotik.com/download
When you download, it's an .exe. Just install on whatever Windows PC you want.

I installed and run but I get connection error. I maybe doing it wrong. My server is localhost. Do I need to install anything of just dude-install-6.42.10 exe?

Ah, you are correct and they have not done a good job of labeling their downloads. The only download for The Dude is for Windows, but is only the client.
The Dude itself runs only on RouterOS but has no download under The Dude from the vendor.

A few years ago it wasn't owned by a router vendor.
