Why Do Recruiters Never Mention the Location of Work?

If all jobs were assumed to be "work from home" or had extremely flexible locations, maybe I would understand. But when recruiters send out email blasts they almost universally leave out the most insanely critical details such as the country in which a job is located, let alone the region or actual address where you would be expected to work. Even details like "NYC Metro" are too broad to be all that helpful, but would be a start. But often there is no info at all.
This should be beyond obvious. Every candidate ever has to know this info, and as recruiters work from all over the world (almost none are actually in the metro areas they are trying to hire for) they have to be pretty aware of this themselves. Especially since their own location would serve to confuse, rather than to inform, since they are often in different countries than the jobs they are trying to fill.
How could anything be more basic? And this error isn't coming from one off private staffing contractors, but from large agencies that must have templates and policies and training.
Seriously, how is the recruiting industry so broadly so completely incompetent even with the non-technical aspects of hiring people?

Do people actually email you job offers every day?Yes, many every day. Yes, many really exists. The one that made me think of this today wrote back and gave me the info them updated their info about me in their system. They apparently have my location recorded from 2007 and were using that as a bad assumption. But that's really problematic because their system records "where I am" and nothing about "where I will consider work."
