Latest Hyper-V 2016 and "Windows Server 2016 R2" both cause some insane bugs to get triggered in the underlying platform. They likely share some code.

Honestly I'm not sure that there is any longer. I'm looking into this. I may have misdiagnosed this one previously.
Hyper-V 2016 is the issue. Gene is using a full Windows 2012 R2 install.

That's great, thanks for testing that out for us. We also have Windows 7 confirmed as well. So that is 7 and Vista confirmed.
