Windows 10 1709 Windows Firewall won't activate

I'm sure this isn't simply Window's fault, but I have to have some type of title.
I have a Windows 10 machine just upgraded to 1709, Fall Creators Update. After installing it, the Windows Firewall is completely disabled claiming that firewall services are being controlled by the AV (Panda Endpoint Protection). I have the Panda firewall disabled by policy via the portal. The local Panda client also shows the Panda firewall as disabled.
I want the Windows firewall to be used.
It was working fine before the upgrade to 1709.

To make matters more confusing, the Windows Defender Control Panel page shows the firewall fully enabled, and on. Yet Windows Defender Security Center shows the firewall status as off (red x).

What AV?

@dashrender I have computers with Malwarebytes, Sophos and Avast. One computer is even using Windows Defender.
