Bitlocker Issues

Getting this error when trying to use bitlocker on a PC. The PC is a bit older and doesn't have a TPM, but I have went into GPEdit and turned on the require additional authentication at startup.
I've done this on several PC's and it's worked fine except for this PC... Not sure what to make of it.
"BitLocker could not be enabled. the BitLocker encryption key cannot be obtained from the startup key or recovery password. verify that you have the correct startup key or recovery password and try again.
was not encrypted)"I have tried using a USB as the authentication and also tried with a password to be entered at startup.
