I don't understand.
Bluesnarf looks like the go to application to try to penetrate someone's phone via bluetooth. But according to the Wiki page There are currently no known vulnerabilities that Bluesnarf can take advantage of without the owner of the device first specifically allowing a pairing between devices.
So it sounds like you need to do searches specifically on the phone your friend has, to see if there are any known bluetooth vulnerabilities that you can try to find software that will exploit that security flaw.

So Bluesnarf is the answer and the answer is... BT is secure. Plain and simple. Pentest complete, results are negative. Easy peasy.

It's a "thing", not really an app. But apps like that can only run on Android.

Oh, it's a hacking device.
I read a story a few years ago (think I even posted about it here) that the police were purchasing such devices that would hack a citizen's phone when the police officer walked up to a car/person/whatever and download everything it could.

I'd be shocked if they did anything other than that. Imagine everything that you worry that someone will do to you, that's likely what the cops are actively doing.
