The new Exchange includes a number of features that are already part of Exchange Online and Office 365, and is an evolutionary upgrade to Exchange Server 2013. Data Loss Prevention, managed availability, automatic recovery from storage failures and an improved web-based Exchange admin center are all part of the latest release.

Last week, but Office 365 downloads have not started yet.

Yeah, depending on how your client is configured, the 2016 automatic client updates aren't starting until February 2016. If your tenant enables First Release for users, they can grab it from that link in their portal page. Otherwise, IT has to be the one to initiate the upgrade of Office 365 ProPlus from the "2013" version to the "2016" version. It's very confusing in true Microsoft fashion.

I can't find the Office 2016 on the VLSC site, nor Exchange 2016.

It's a part of the Office 365 suite currently.
I actually tested the install on my work computer. There was no additional licensing that had to be dealt with. Download from the 365 portal and call it done.
