Because people would rather be directly responsible for the deaths of hundreds of thousands of people per year, and enable powerful black market cartels full of torturers and murderers, than actually help and treat drug addicts.
Putting someone in jail for a year for using drugs is more expensive than supplying that person with an entire lifetime of whatever drug they are addicted to. -

They are just okay with doing those things in exchange for the bribes that they get. It's not that they want to hurt people, they just are willing to. Not exactly the same.

This is why I never, ever want to be in VA. Every time I deal with something there, this is exactly what I expect. I've had friends abducted and raped there, people abused and literally kept prisoners in chains, it's a sick, sick culture that happens there.
