How to tell a vendor that there's not chance in heck we're going to buy your product?

I don't answer my phone or return vendor calls. The only way they could talk to me is if they stalked me in the company car park.

The next time they call, tell them you aren't interested and wish to be removed from their call list. If they persist, refer them to legal.

Sounds good. In the UK there is no way to stop them legally (as far as I'm aware).
I keep getting called by Adobe in Egypt trying to get me to upgrade to Creative Cloud. It makes me laugh:
Week 1: We have a special promotion but it only runs for 4 weeks.
Week 2: There is only 3 weeks left to benefit from our special promotion. After that it will be very expensive.
Week 3: Hurry, there is only 2 weeks before the price goes up.
Week 4: 1 week left. You must buy now or you'll regret it!
Week 5: Silence
Week 6: Silence
Week 7: We have a new promotion which is even better than our last one. But hurry, it only runs for 4 weeks. -

I just quit responding if they keep calling/email after I tell them i'm not interested.

Thank goodness that the US has harassment laws. People can't use the telephone just anyway that they want. Without those laws, what keeps your competitors from intentionally just tying up your people and phone lines to keep you from working or talking to customers?

Do what AJ said, tell them that they have no permission to contact you again, ever, and that any further harassment will be sent to the attorney.
Also, use the PBX and block them.
Additionally, post to ML that you are blocking someone and why so that we know who and why to block someone proactively.

I signed up for a free product (they have paid services too) and when they called to sell me something, they were both brow beating me about HIPPA and they spoofed the phone system to make it look like I was calling myself.
I should definitely set it up so those calls stop!.

Yes, any spoofed call should just be blocked for sure.

You can call their management and talk to them about how they are making sure, with every call, that not just you but everyone that you know will never consider them.
