What O365 plans offer Azure AD?
Or is it a separate purchase of something?

They all have basic Azure AD functionality and features, but the premium stuff doesn't come standard on any Office 365 plan I don't believe. It's a separate add-on. The Microsoft 365 plans include it to various levels I believe and you can get it with bundles like EM+S and such.

This is because Azure AD is what powers the O365 accounts system.

@JaredBusch Azure AD Free subscription comes with a paid subscription to Office 365, Microsoft Dynamics CRM Online, Enterprise Mobility Suite, or other Microsoft services.
However any of the Office 365 E3 or E5 plans if they don't have EMS E3 or E5 won't have Azure Premium Included.

To make it more confusing, the Microsoft 365 E3 and Microsoft 365 F1 plans included Azure AD premium P1 while Microsoft 365 E5 includes Azure AD Premium P2.

I was only looking at exchange online plan 1, but possibly also Azure AD functionality since I was getting into O365 by a toe.
