Both Android and iOS encrypt themselves as soon as you have a pin/password.

because if said file was to be stored on a windows machine of which I use, I would want this file encrypted, I'm once again not talking about the transport method of the file.

Yes, essentially all mobile devices are encrypted by default. I know of none that are not.

Ah, then you either need to encrypt the file, the folder, or the machine.

If you like to still use KeePass, KeeWeb is an option.
You can use the Online Web App to access the file that is stored on a WebDAV server, Dropbox, Google Drive or OneDrive. -

@jaredbusch never heard of it to be fair Jared, everyone has their preference I suppose, I've always been an avid JD fan, don't mind some spiced rum every now and then though.
