You just "install the Hyper-V role" under roles.

But does have access to reinstall the OS? That would be weird.
He told me he did reinstall Windows 10. So not weird as he has some access.

Derailed maybe, but only because it was all going the wrong way in the first place.
If the user cannot add a local role to his desktop, then trying to go around it by adding an operating system that the IT department is not going to have any control over (yes, an assumption) sounds like a good idea to who?
Since this is for obviously personal learning, spend $2.50 and spin up an Ubuntu VM on Vultr, or do it on your home machine.
If it is not for personal learning, then take the entire thing back to your boss and tell them you need Hyper-V added to your desktop.

I can, i just didnt run it on my admin account. I have 2 accounts. one as admin one as user

If it is not for personal learning, then take the entire thing back to your boss and tell them you need Hyper-V added to yourSomething everyone needs to remember - William has installed Windows 10, as far as I know, exactly once. When I helped him install this laptop. He's an IT neophyte and needs tons of help, even on the most basic things becuase he's fumbling completely brand new.
What he does need are specific tasks to try to accomplish - unfortunately, he choose a task - installing Unifi in a VM on Windows - that's not exactly novice level.

Right click start, choose apps and features.
Click on Programs and Features on the right (or if window size is too small, scroll down to see it)
Click Turn Windows Features on or off (this is where you will need admin password).
Check Hyper-V and click OK.

I never even got the the point of trying to install Hyper-V for him. It was Vbox doesn't work, you can try these alternatives, Hyper-V, KVM, XenServer etc in a dualboot scenario.
A lot of people are using KVM on the forums, you can ask there if that is what you want to do.
So all of you can pound sand!
