 Well, it's quite simple. If you have a time above 12:00 (24h format - hh:mm) it's p.m. if you then subtract 12:00 - you get a value you used to know  Example: 
 15:37 = 3:37 p.m.
 03:37 = 3:37 a.m.If you know some soldiers, ask them what z1630 means

 It means 4:30 PM Zulu time (GMT).

 @Bud I figured the numbers were time but wasn't sure about the z. Makes sense.
