non VPN Cloud based storage

This has been asked - but not so much in this manner. We are currently looking at about 200GBs of various files which need to be accessible from any number of locations across the U.S. and Canada.
Currently they are using VPN which is having issues with dropping the connection, and then the Users AD account being locked out.
Planning for the future, we are looking for a 400-500GB solution for these files to eliminate the issues with being able to access them.
We have covered options like
- DropBox
- Box.net
But so many of the devices used for travel are the MS Surface and only have 50-120GB of local storage. So a 'sync' option is not going to work.

Nextcloud would likely try to Sync all of that data though.
That is a concern over shotty internet connections, and extremely limited local disk space.

NextCloud can implement Sharepoint protocols, if you really want to hamstring it that badly.

AD is never something that provides security. It integrates with existing security, but provides no security on its own. NextCloud with AD or without AD are equally secure.

So sync is option, not required.
Anything that doesn't use a VPN will use Sync. That and web. NextCloud offers both. Sync that you control, so only syncs the parts that you want. But if shoddy Internet is a problem, then you want sync.

No reason you can't do that with NextCloud. I still need to connect my personal NextCloud install to the LDAP server in my lab. Anything that enables LDAP can be used with AD. It's figuring out the connection string that's a pain.

Cost issue, the current Sharepoint doesn't allow for it. They actually don't have Sharepoint currently.

Cost issue, the current Sharepoint doesn't allow for it. They actually don't have Sharepoint currently.
That doesn't make sense.

Cost is an issue? Assuming you got hosted SharePoint only I think it's $4/u/m... Or you migrate them to online only version of O365 use email there, etc and SharePoint.

Assuming you don't need syncing, you can use NextCloud via the web interface or webdav. Then you skip the sync worry.
