Is there a way to see who has modified spreadsheet in the past? I can tell who last touched it, but not sure if it tracks all changes.

Well, there is a ton of "it depends" here. A spreadsheet is a very generic concept. Is this a file on a filesystem? Is this hosted on SaaS? What spreadsheet is it? So many questions.

Some spreadsheets will track changes, some do not. Some filesystems will track changes, some will not. Some services track this, some do not. We'd need a lot of specifics to know for you where tracking may or may not exist.

To track changes from the filesystem, you need auditing enabled. In some cases, Excel itself tracks changes. With O365 you "log into" Excel and it tracks them that way.
