Updated 12/9 12:29pm EST: According to The Verge Verizon is refusing to pass along the update to Note 7's on it’s network.
Verizon will not be taking part in this update because of the added risk this could pose to Galaxy Note 7 users that do not have another device to switch to.
We will not push a software upgrade that will eliminate the ability for the Note 7 to work as a mobile device in the heart of the holiday travel season. We do not want to make it impossible to contact family, first responders or medical professionals in an emergency situation.

Because that particular 7% is still working. That's not to say they won't blow up tomorrow, but if an update happens right as somebody is leaving for a trip that bricks thier phone...
I figure Verizon should wait until January 2 or so before they start pushing it out.

Smart because 1) the risks of intentionally bricking are huge compared to the battery issue 2) it's illegal in the US to do this and 3) it shifts the risk from samsung to Verizon.
There isn't any acceptable ground for doing this to working phones.

I don't see an issue with this.
So is bricking them. But one is a much bigger risk than the other. A mandatory recall can only be issued by the federal government. Has nothing to do with a Samsung.

The issues are around being illegal and unethical.
No doubt about it that it is illegal. Unethical -- I would say very unethical if they were not refunding money.
But since they are doing it to protect folks... I will say that it is not unethical since they are trying to potentially save the lives of their customers.

So is bricking them. But one is a much bigger risk than the other. A mandatory recall can only be issued by the federal government. Has nothing to do with a Samsung.
Bricking them disabled them from being charged, and essentially eliminates 100% of the risk of the phones blowing up in someones face, or while driving.
How many people charge their phones while driving, I do. If it blew up in my car while I was on the interstate I'd likely also get into a car wreck.
The Federal Aviation Administration has already banned these on all flights. So the recall is mandatory.

And Samsung has mandates that every carrier take the phones back, and has provided incentives to customers trading the phones in.
This is simple the next step to ensure that no one else gets hurt or killed.

You can be assured if we had self driving cars that had this type of flaw, they would be allowed to roll out a kill switch because public safety.

Exactly, if self driving vehicles were swerving into on comming traffic because a pigeon was in the road, there would certainly be a kill switch update pushed out.

Unethical because forcibly taking something that doesn't belong to them and then giving an amount of money that they determine for it is stealing, plain and simple. If I come into your house and steal anything I want and "leave money for it", it's still unethical.
