Man the state of Texas' systems are terrible. All of their processes are so screwed up and they have no means of fixing things that they mess up. It's a disaster.

Yeah, it is really obviously engineered as a way to have plausible deniability to deny Hispanics healthcare coverage without recourse. You never see enough of the process to be able to prove anything, and the people who make the decisions are always "another department" that no one can talk to or control and don't report anything to anyone. It's set up so that you can never reach a responsible party and the people who input your information incorrectly get unlimited power to misreport you and there is literally no action you can take to correct it.
So if they don't like the sound of your name, don't like your accent, or whatever, they just "accidentally" put some data in wrong, you are denied and there is nothing you can do but start over and have the same thing happen.
They even give out semi-false phone numbers so that people who aren't tech savvy won't know how to call them!

Sad but true. Ours seems to work well here though... Overpriced, etc, etc... but it works.

Mostly because I'm used to having multiple notifications when i get back to my desk -
