You don't have to use SIP trunks to the CO, you can use TDM with convertors.

If your PBX is dead, you might as well convert now.
FreePBX to a Grandstream GXW4108 or Sangoma Vega50 will let you connect 8 POTS lines to it.

You don't avoid VoIP internally just because VoIP externally is bad.

They actually looked into it and decided to retain the risk and cost of the old system without benefits? What logic did they present for that decision?
