      whats wrong with being free? the equipment listed in this thread are pretty cheap - though frankly, 60 person bus, not sure a R-Pi could handle that many streams (worse case) hard not to agree here - Plex wasn't designed for this. You likely want something like the airlines have, and yeah, it's going to be expensive as hell! yep, will likely require maintenace cellular - well no, OP already said connection for this system will be WiFi to the headquarters only.

      But I have some followup -
      How much WiFi bandwidth is needed to support 60+ devices for streaming media?
      will the media distributing device have enough bandwidth to support 60+ devices?
      The OP mentioned that passengers can use the WiFi to get online via the cellular link in the bus - will there be only one WiFi network on the bus, to get to both the internet and the local video streaming? Are there any security concerns with this?

      @NashBrydges I looked at these. The Rokus do not present themselves as a mobile device, so this means I cannot use the Plex SYNC feature.       No, you're correct. While I haven't tried, they are supposed to be able to play content from a USB connected drive. That being sai, if you're looking at Plex, I'm assuming you have a Plex server installed. I have my Plex server in the datacenter and I can play content from that server from anywhere in the world using my Roku device. No transcoding required from the Plex server since the Roku handles all of that heavy lifting. The only thing required is to make sure your outbound bandwidth would allow full feed of your video files via internet from your Plex server. If you want this to run like this, you'll need to expose port 32400 (or other custom port you designate) to the internet otherwise all playback is handled through the Plex.tv servers and your playback will be throttled to 2Mbps max. I've been able to play a 70Mbps 4k HDR10 video from a remote location at full bandwidth this way.

      Just curious, did you ever decide on an OTA tuner? I am looking for one to play with using Plex. Seems there are several options, and since this tech has been around awhile, they probably all work ok. But if you looked at them and chose one in particular, I'd be interested in which one you chose and why.

      It is worth the $$... And saving us about $80 bucks a month in cable fees... Our TV bill was ~90 bucks a month. We completely dropped Cable TV (still have them for their awesome internet!)... I don't count Netflix since we've always paid for that... but we got Hulu for $8 a month, and SlingTV for $30 a month)... (Sling TV offers a few live channels, like TBS, Disney (and XD and Junior), History Channel, Boomerang, CartoonNetwork, and a few kids channels in our package.

      In all fairness, it may have been the VM I was using. I just rebuilt a new version of it, as it had originally come from my first and only ever P2V. It never seemed stable, but the new VM is much more so.
