I have friends in Venezuela - they tell me that to leave the country they have to pay huge amounts to the government in fees to convert their money, it's not something they can do outside the country. F'ed up economy/government there.

Many people plan ahead and purchase currency for the country they will be in ahead of time. Buying at the currency exchange in the airport is one of the most expensive options.
