Any one suggest any IP scanner that can find any IP

You need to set your laptop to use the same scope that this device is configured with.

What operating system is your laptop installed with, something in the Windows 10 family?

OK so open up a command prompt and attempt to ping the device at 192.168.100.100

If it doesn't respond either ICMP is disabled or it isn't using that address.

AngryIP. It's free and works really well.

The device may not be working. These are not very reliable pieces of hardware.

You have both connected to the switch still, right? With cables that you know work otherwise?

                          The same result

If you can't ping it, PuTTY isn't going to work. No need to try that.

@sadiq open a command prompt and show us the result of running:

                              ipconfig /all

Sounds like the unit is not working.

Is there a console port on the back? Might be easiest to connect to that and figure out what the IP address is.

I couldn't find anything about the DVX-8000, but here is a manual for a DVX-1000.
