So I know I can create a time schedule to disable the WiFi entirely, is there a way to specify specific clients that the time schedule applies to?

Or should I be looking for client specific settings, rather than the time schedule options?

Are they Windows clients and are you opposed to putting in a NPS server? If so you could add time of day as a factor for allowing the client to connect or not.

Not the approach I'd want to go for my residence but it could work. . .

But to answer the question, both Apple and Windows.

What you are looking for does not come up with it. If you want to approach it, setup user groups and then assign that user group to an specific SSID and then apply the schedule to that SSID.

Ah, maybe the best approach would be to have two SSIDs. One on a schedule and one on all the time. Then only allow devices you want to connect to the all on SSID.

This is what I have done in the past for myself and my friends/family. I setup a SSID for parents and then sometimes a SSID for each child. That way the parent can turn off the internet for one child and not bother the other children. Of course I always think that the punishment imposed by the children on other children for everyone losing internet because of the actions for one is a great way to get them to behave.
