Nope, doesn't even come in a non-Windows version.

Don't know ShareX, no idea.

Try and install ShareX and take a screenshot, then try to edit the screenshot.

4th for GIMP2. Once screenshot is imported and cropped, Image -> Scale Image (not resize).

I'd go for GIMP too, but how about InkScape?
On Ubuntu 16.04 or higher, just visit the software center and install the latest version that is available there.

Inkscape is for vector graphics. Can it even do the job?
