      Perhaps some helpful information

The hardware is running ESXi and has it's own IP address - what is it?

You can find out what the IP of the ESXi server is by going to the data center and looking on the screen0_1473363989351_IMG_20160908_144434.jpg

The VM that is the down DC has it's own IP, what is it?

That's a 172 address no wonder you can't access it!

Are theses VMs local to the server, or are they on a SAN / NAS?

                                    Click on 192.168.10.12

Look at the status on the screen.

really, click the IP at the top and look at anything that gives you status notices..

take screen shots of the tabs and post them.
