Weird TraceRoute Error

So here is an odd one. Not so much the error, that's an ICMP error. But take a look...
That destination protocol unreachable error means that ICMP is blocked or the port isn't open... at the destination (or when reaching out to the destination.) Everything along the path is fine.
If we tracreroute from any other site, this goes through fine without an error. But from the one origination point, nothing works.
Current best guess... firewall device at the origination site is mangling ICMP when returned from Vultr. Why? No idea.

And I guess that pinging that endpoint does not work either?
