Troubleshooting needed for Url Issue

How does the cat5 cable get to each wing? Are you using switches connected to switches connected to switches to get that far?

Cat 5 Cable are used and the Cisco Switch is used for these machines.
There are about 100 people in each wing -
There is checking done that the 2nd wing machine is taken to 1 st wing and tried to login at 1st wing,the machine is not able to connect to the url and it shows that there is an protocol error.

The only thing that processes a URL is a DNS call. Nothing else.
Once the DNS is resolved, the system uses the IP and the IP alone.

There are two difference present here.That is the user in 1st wing has the Windows 7 who faces the slowness issue but the same user logged in the url in 2nd wing with windows 8 OS there is no issue in loading the pages or url.
Whether the OS has issue in accessing the url??

@scottalanmiller I am using one url www.xyz.com in the Internet Explorer for accessing the Citrix VDI for the communication purpose.I can able to login with my credentials in the url without any issues.After logging in the there will be folders to access from VDI.When I try to download the outlook attachment file in my desktop it is able to do.But unable to do proceed to further to reply for the outlook message in the VDI.

Does using an IP address not work? Using the term URL here is very weird and misleading. You don't "access a URL", it's just an alias to an address.
